What Makes Resource Management a Game

The mechanic only produces decisions under specific conditions:

  • Scarcity has to be uneven. If everything is short at the same rate, there is one optimal build order and no strategy.
  • Conversion has to cost something. Trading, refining or transporting resources should involve a real loss, otherwise all resources are one resource.
  • Capacity has to be limited. Storage caps and production ceilings force you to spend rather than hoard.
  • Other players should matter. A market means your surplus is someone else's bottleneck, which is where the interesting decisions live.
